Mission of the Department
To ensure the efficient and effective development, implementation and coordination of WWFs conservation priorities and activities in the Republic of Congo; provide supervision to country support services and program officers/managers; and represent WWF to key partners in the Republic of Congo for the purpose of delivering policy advocacy and conservation impact on issues and places that are key to WWFs Network Initiatives and global conservation priorities.

Major Functions
Oversight of WWF-RoC Country operations fulfilling WWF-RoCs vision and delivering on the targets set for its Key Performance Indicators in the Republic of Congo. Promotes WWF-RoC with external and internal stakeholders by effectively representing the organization in different platforms and towards different audiences and partners. Ensures that WWF-RoCs legal and reporting requirements are met and that WWFs policies, procedures, standards, and Code of Ethics are being adhered to. Leads on WWF-RoCs participation in global and regional campaigns and policy advocacy initiatives. Contributes effectively to WWF Congo Basins Regional Management Team.


Major Duties and Responsibilities
-Coordination of WWF Country Operations
-Oversight of the management of WWF-RoCs legal presence in respect of MoUs, agreements, and external engagement with critical stakeholders government and partners.
-Coordinates the activities of the country management team, oversees team members performance vis--vis the country and regional strategic and annual plans and the achievement of WWFs conservation goals and ensures effective information flows between country team staff.
-Ensures that WWF-RoCs country performance is monitored and reported against the WWF Global Goals, the Africa Strategic Conservation framework; the Congo Basins Sub-regional Strategic Plan and the country office annual plans, using the appropriate tools and Network Key Performance Indicators, programme quality, quality assurance, and risk management for projects in the Republic of Congo.
-In coordination with the Regional Office, oversees the establishment of effective organizational structures, policies, processes, and departmental / office responsibilities, and ensures that these are understood by all senior managers to promote effective teamwork within the office, particularly between technical and operational sections.
-Helps to identify and seize opportunities to promote the financial and programmatic growth of WWFs operations in the Republic of Congo by working with the regional Fundraising and Partnership Director as well as with shareholders and donors.
-Leads in WWFs programme development and resource mobilization for programmes in the Republic of Congo

Stakeholder Management
Leads on the development and management of partnerships with national level partners as well as regional and international stakeholders, donors and other key actors of relevance for the Republic of Congo program and represents the organization in a knowledgeable, optimistic, determined and engaged manner. Ensures effective communication to internal and external stakeholders about WWF-RoCs conservation work and successes.

Ensuring Adhesion to WWF and donor policies & procedures and country legal frameworks
Ensures the adherence of the Republic of Congos country operations to Network Values, WWFs global standards, policies and procedures and to local legal requirements.
Actively promotes organizational transparency and adherence to WWFs Fraud & Corruption Prevention policy.
Coordinates the adequate information of staff working for WWF-RoC about WWFs Mission and its Global Programme Framework, and are kept abreast of new developments, policies, and procedures as and when they arise.
Ensures that timely and quality technical and financial reporting is being provided to donors, the Regional Office, and all relevant parts of the WWF Network to agreed standards.
Ensures that WWF -RoC cooperates with financial, operational, and programmatic audits, and is implementing audit recommendations in a timely manner.
Ensures the adherence to national legal/statutory requirements and reporting to national authorities.

Effective contribution to the global network and the Congo Basin region strategies
Coordinate WWF-RoCs participation in global campaign and advocacy efforts by ensuring the development of sound advocacy strategies, tactics and practice; and lobbying at the highest level to advance WWFs conservation goals.
Contributes actively to the Regional Management Team.


Required Qualifications
A postgraduate degree in Business Management, International Relations / Development, Environmental / Conservation Management, or related field of work
Proven track record in successfully coordinating programmes and/or institutions in the field of conservation, natural resource management, international development, and/or other related fields;
At least 8 years professional experience in a leadership role in the development sector, 3-5 years at least in the Republic of Congo.

Required Skills and Competencies
Deep knowledge of the Central Africa region, cultural context and socio-political environment.
Works to the highest level of integrity and confidentiality; with an understanding of human rights and risk based approaches and social policies and safeguards.
Passion for nature conservation and the mission of WWF.
Demonstrated leadership and success in managing multi-disciplinary and multicultural teams;
Knowledge of the institutional, legal and policy framework in the Republic of Congo ;
Fluency in French and English.
Excellent leadership abilities and capacity to manage human and financial resources, with experience in leading change and driving the vision of the organization.
Decision making skills with strong business acumen and drive for results.
Proven negotiation and influencing skills, and the capacity to develop and maintain strong relationships at all levels in the business, not-for-profit, scientific and political communities.
Strong diplomatic and communication skills, including an ability to work and communicate effectively with a broad spectrum of individuals (individual donors, business leaders, public figures, WWF staff), within a broad range of cultural environments.
Excellent team management and interpersonal skills.

Additional Information

Working Relationships
Internal - Interacts with the WWF -RoC CMT and other key management staff on a daily basis, and as required coordinates and interacts with the WWF Congo Basin regional team, WWF donors, WWF International and other WWF Network staff.
External - Interacts with national governmental institutions, non-governmental organisations, academic institutions, the media, donors, specialists / consultants, and other stakeholders.
