Overview

The WWF GEF International Waters Project Blue Horizon: Ocean Relief through Seaweed Aquaculture was approved by the GEF Council on December 11, 2020. (GEF Financing $6,000,000; Co-financing $37,660,000). The project will work at the global, regional and national level to strengthen and develop seaweed value chains. More specifically, the project will work in the coastal and marine ecosystems of Philippines and Viet Nam, where the potential for the expansion of seaweed aquaculture and seaweed aquaculture value chains exists.

The project objective to create new sustainable seaweed value chains that will deliver ecosystem services and provide socioeconomic benefits will be delivered through the following four components: (1) Regional capacity building for seaweed aquaculture; (2) Enabling Environment for Seaweed Aquaculture in Philippines and Viet Nam; (3) Seaweed Value Chains (production + processing); and (4) Knowledge Management, M&E, and IW Learn.

Objective for this Role

The detailed project design process is scheduled to be undertaken over the period April 2021 until early December 2022.

The National Lead Consultant for Philippines will develop the national project design and documentation for the WWF GEF project Blue Horizon: Ocean Relief through Seaweed Aquaculture, working closely with the National government (including BFAR, provincial and local governments), Project Partners, SEAFDEC, WWF GEF Agency, WWF Office, lead consultant and other key stakeholders. The National consultant will bring country-level expertise to the development process and support consultants and partners in understanding the country context within the project.



Responsibilities

The consultant(s) will be home-based in the Philippines. The consultant(s) is expected to undertake the following tasks:

  • Coordination:
    • Coordinate with national government, Project Partners, SEAFDEC, WWF GEF Agency, WWF Office, lead consultant and other key stakeholders for overall planning and development of the project design, including participation in team meetings and workshops
    • Participate in the Project Development Team meetings, PPG field work missions, and review meetings.
  • Policy Analysis:
    • Coordinate with national government, especially BFAR, to (i) identify relevant policy context for the project, (ii) outline the policies, priorities and plans that underpin seaweed aquaculture and value chains in the project document, and (iii) ensure that the project development process is in line with national policies, priorities and plans
    • Describe the institutional set up of BFAR and any other government partners in relationship to mandate and scope in seaweed farming, carbon capture, and related community involvement
    • Describe policy and legal context for engagement with private sector in seaweed farming and community ownership
    • Consider protections for communities involved in the seaweed enterprises.
  • Stakeholder Engagement:
  • Undertake meaningful stakeholder consultations at national level to inform project design, with guidance from the Project Development Team (PDT) and in compliance with WWF policies and guidelines
  • Join consultations at local government and community level, as much as possible given COVID19 constraints
  • Keep notes and make summaries of such consultations.
  • Technical inputs, data collection and research
  • Conduct desktop and field-based research to elaborate the environmental problem the project will address, threats, barriers, baseline and associated projects (including analysis of baseline gaps, project strategy), and other information gaps
  • Project strategy: Based on the above information, and the consultation process, assess priorities, identify and elaborate/identify appropriate site-specific interventions
  • Undertake a screening of potential climate risks related to the project, and identify mitigation measures, including updating the WWF Climate Risk Screening
  • Lead process for site selection for project interventions, following WWF and GEF guidelines (Shortlisted target sites include Balabac in southern Palawan, Malampaya and Taytay in Northeastern Palawan, Zamboanga in Mindanao)
  • Provide and facilitate inputs to a national-level budget excel and budget notes for the GEF funds.
  • Documentation inputs:
    • Review and provide input to the Blue Horizon GEF Project Document and accompanying documentation (Request for CEO Endorsement document, Results Framework and GEF core indicators, and other requested materials)
  • Perform other duties as required by the PDT in the project development process.

Reporting and Coordination

A Project Development Team (PDT) will be established as a decision-making body and will ensure participation from key stakeholders for project development for the attainment of project goals and objectives. This role administratively reports to the WWF GEF Agency, with close coordination with the full PDT.

Deliverables

  1. Work plan and methodology for national consultant team
  2. Report on Threat Analysis (using WWF template), Baseline Assessment (using agreed upon template), site selection criteria including process for selection and partner agreement, and information on the selected sites
  3. Report on (i) policy context and national priorities; (ii) institutional set up and mandates; and (iii) policy/legal framework for private sector, government and community engagement in seaweed aquaculture and value chains
  4. Consultation reports/summaries at national level (report on stakeholder consultations, including consultation summaries, participation lists, and recommendations for inclusion in project strategy)
  5. Input to: activities for relevant Outputs and associated budget; results framework and core indicators, including methodology, quantitative baseline information, and quantitative targets; Review of ProDoc drafts
  6. GIS maps, area figures for seascape, as needed
  7. Updated Climate Risk Screening Tool


Qualifications

Required experience and expertise of the consultant or consultancy team:

  • At least five years experience in natural resource management, community management, value chains; project development; or related field;
  • Masters Degree in Social Sciences: Natural Resources management; Agriculture Value Chains; Rural Development; Public Policy; Anthropology; or other related fields;
  • Excellent analytical, research, project design and presentation skills;
  • Excellent verbal communication and writing skills in local language and English;
  • Proven record of similar work in country.

Preferred experience and expertise:

  • Knowledge of Seaweed value chains and relevant technical expertise;
  • Experience engaging with government and national-level partners;
  • Experience contributing to development of GEF or other multi-lateral projects;
  • Available for possibility of 2-3 missions to field sites later in the year depending on COVID-19 pandemic;
  • Experience integrating gender considerations;
  • Able to collaborate with project development partners and take guidance and feedback from the WWF GEF Agency and Lead Consultant(s).
