Marketing Statement


The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management seeks a Vice President for the Human Resources division.


*Philadelphia residency is required of all PHA employees*




Bachelor’s Degree in Human Resources, Business Administration or a related field; and


five (5) or more years human resource management experience including labor relations; or


An equivalent combination of education, training and experience.


Master’s degree in Business Administration, Human Resources, Law Degree or a related filed and experience in a large public sector organization are preferred.

PHA organization, operations, policies and procedures

HUD Regulations; Standard Operating Procedures.

Theory, principles and practices of contemporary human resource management.

Federal and state regulations governing human resources activities.

Effective recruitment and selection strategies and practices.

Staff training and development processes.

Employee benefits programs and compensation strategies.

Methods, procedures, and standards for maintaining human resources records.

Organizational and management practices applicable to the analysis and evaluation of programs, policies and operational needs.

Principles and practices of management, organization, administration and personnel management.

Principles of supervision, training and performance evaluation.

General office practices and equipment.


Required Skill in:

Possession of a valid Commonwealth of Pennsylvania Driver's License may be required.

Certification as a Senior Professional in Human Resources (SPHR) is preferred.




Under the general supervision of the Senior Executive Vice President / Chief Administrative and Financial Officer,  the Vice President for Human Resources will provide leadership and management  for the planning, organizing, training, coordinating and evaluating the work of personnel engaged in PHA’s human resource management operations and will be responsible for  all recruitment/employment, classification and compensation, employee benefits,  labor and employee relations,  records management,  training and development functions; the coordination of  assigned activities with other PHA departments and outside agencies and  other related duties as assigned.


Assumes command of the Human Resources Department with full management responsibility for all departmental functions, personnel and activities including regulatory compliance.

Provides leadership in the development, maintenance, updating and enforcement of all personnel policies and procedures.

In collaboration with the SEVP, develops and implements the Human Resources goals, objectives, policies and priorities for each assigned service area; established within PHA policy, determining appropriate service and staffing levels and the allocation of resources accordingly.

Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes.

Serves as lead management official in negotiations with labor unions, including development and analysis of total compensation packages and working conditions; strategies for presentation of bargaining proposals; prepares economic analysis of union proposals.

Represents PHA as spokesperson in meetings with employees and employee organizations regarding all personnel matters, including resolution of disputes.

Responsible for the prompt investigation of all employee complaints and EEO matters including the preparation of memoranda of understanding, investigative reports, correspondence and related documents.

Performs complex research and analysis regarding ADA, Title 7, FMLA, FLSA and other statutes or regulations covering employees in the workplace in the State of Pennsylvania, and in support of employee relations program activities.

Assists with the administration of PHA’s compensation plan; conducts salary surveys; establishes and reassigns job classes to pay grades.

Develops and administers the departmental budget; forecasts funds needed for staffing, training, equipment, materials, and supplies; monitors and approves expenditures; prepares and presents to the SEVP budgetary adjustments as necessary.

Provides leadership and works with department executives to develop and retain highly competent staff through selection, compensation, training and management practices that support PHA’s mission and values.

Prepares reviews and approves the formal performance evaluation of human resources staff, providing coaching and other development activities.

Prepares and presents staff reports and other necessary correspondence; prepares and presents oral and written reports to Senior Executive Staff, Board of Commissioner and other groups, as required

Reviews local, state and federal legislation to determine impact on employee relations policies and strategies; prepares and coordinates responses and recommendations as appropriate.

When called upon, attends various events as a PHA representative; participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of labor relations and human resource management.

Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.
